3 teens arrested, ghost gun found after alleged armed carjacking leads to chase

PORTLAND, Ore. (KOIN) — Three teenagers, including a 17-year-old minor, were arrested Thursday after police say they stole a man’s car at gunpoint in North Portland and led authorities on a chase across the city.

According to the Portland Police Bureau, the three teenagers — Treveon Phillips, 18, De’Shawn Hunt, 18, and an unnamed 17-year-old boy — are suspected of carjacking a man’s blue Hyundai Sonata while armed and then fleeing police, first in the stolen car and then on foot after being stopped in Gresham.

PPB said the events of the night began when officers responded to a report of a carjacking at 2:12 p.m. Thursday near the corner of N Haven Avenue and Cecelia Street. Multiple people reportedly approached a man, one of them brandishing a gun in their waistband, and demanded his car along with other belongings, police said.

Nearly eight hours later, officers on patrol saw the blue sedan near SE 130th and Division, police said, and they tried to pull over the driver. PPB said the driver got stuck at a dead-end and then rammed the patrol car to escape.

Police called in air support and watched as they said the driver sped through stoplights and passed cars in the oncoming lane.

The driver kept going, police said, hitting spike strips near a SE Portland intersection and deflating a tire. Eventually, an officer used a pursuit intervention technique to spin the car, and it crashed into multiple parked cars at NE 172nd Avenue and Glisan Street, police said.

Four people reportedly got out and ran, and police surrounded the neighborhood looking for them, telling nearby residents to stay inside. Gresham and Portland police blocked off 172nd from Multnomah Drive to Northeast Glisan, while officers reportedly searched for the last suspect.

The City of Gresham tweeted shortly after 12:30 a.m. on Friday, saying “The situation has been resolved and the area is now clear.”

Four people were detained at the scene, although the fourth person, an unnamed 15-year-old boy, was taken to the hospital with minor injuries from the crash, police said, and he was released to his parent. He is not currently charged with any crime.

Authorities said Phillips and the 17-year-old both had outstanding warrants.

PPB said officers found loaded guns, including an assault rifle and an unmarked “ghost gun” inside the stolen car.

More charges may be coming, police said, as the investigation is ongoing.
