PORTLAND, Ore. (KOIN) — Portland police arrested 2 men following an extensive search and a shelter-in-place warning for surrounding residents of the Rose City Park neighborhood Friday night.
One of the men, Ricky Sevier, was booked for an attempt to elude, meth delivery, meth possession, and an outstanding warrant. His fellow suspect Samuel Roberts was charged with heroin delivery, heroin possession, criminal trespass, and 2 outstanding warrants.
The shelter-in-place warning issued at about 8:15 p.m. applied to residents in a one-block area between Northeast 51st and 52nd avenues and Northeast Klickitat and Northeast Siskiyou streets. It was later lifted at 11:16 p.m.
The Portland Police Bureau said the incident started around 6:45 p.m. when a driver called to report another driver was following him and flashing a gun.
The suspect vehicle fled when officers tried to pull it over. The car rolled onto a curb a short time later as multiple people ran from it, according to police. Officers then surrounded the area and ordered the suspected to surrender.
Resident Al Quinn was out walking his dog when police arrived. He said he saw police yelling commands at two men. They didn’t listen and ran into a forested yard with fencing and bushes that would conceal them near Klickitat and 52nd Street.
“Noticed 2 guys coming up the street—one of them broke into a full sprint. The other guy took a second longer to react,” said Quinn. “Sirens were going off. One guy ducked into the back yard of the home, the other guy started to go around the corner as the officer pulled up and over his loudspeaker said, ‘get on the ground’ and he didn’t get on the ground and the policeman jumped out of his car and grabbed a good-sized weapon and that’s when my dog and I turned left and left.”
Officers were issuing commands over public address systems, telling the men to surrender. K-9 and tactical units were brought out to the area. Gresham Police also assisted with the search.
Just after 11 p.m., the shelter-in-place was lifted when portland Police confirmed via Twitter that the two suspects were arrested.
