To helmet or not: Scooters, Segways, mopeds, bikes

PORTLAND, Ore. (KOIN) — Why do you have to wear a helmet on a scooter but not on a Segway?

Good question. The answer is: Because that’s the rule.

Helmets are required for scooters, mopeds and bikes. But they’re not required for pocket bike mini motorcycles (which are only allowed on private property), Segways or electric assisted bikes.

Scooters have a maximum top speed of 24 mph, but the maximum allowed speed is 15 — which is the same max allowed speed for Segways.

Mopeds can go up to 30 mph, and if it goes faster it’s considered a motorcycle. Mopeds also require insurance.

You’re not supposed to ride your scooter, moped or electric assisted bike on the sidewalk. But the rules say it’s OK to ride your bike or Segway on the sidewalk.

But for all of these forms of transportation it is possible to be charged with DUII.

Over the course of the 120-day scooter pilot program, PBOT officials said they’re more interested in educating the public rather than enforcing the rules.  For now. Don’t expect that head-turning to continue.
