Chicago ‘couch surfer’ faces OR sex assault charge

PORTLAND, Ore. (KOIN) – The man wanted in connection with a kidnapping, shooting and sexual assault is back in Oregon after being arrested in Illinois.  

The Multnomah County Sheriff’s Office transported Anthony David Stone back to Oregon Friday, Jan. 19 after picking him up from the Cook County Department of Corrections in Chicago. Jail records show that Stone was “couch surfing” in Chicago. 

Stone had been arrested in late 2017, according to law enforcement. After extradition proceedings, he was returned to Oregon. 

According to Portland Police, Stone was wanted for kidnapping, shooting and sexually assaulting a woman. The investigation began on July 1, 2016 around 2:30 a.m. when Portland Police were dispatched to Southeast 88th Avenue and Powell Boulevard on reports that a 41-year-old woman had been kidnapped at gunpoint while she walked with a male companion. 

The woman’s friend told police that an unknown man pulled his car to the curb, got out with a gun and demanded the victim get into his car. Once in the car, the suspect sped out of the area.

Officers started searching the area and found Stone’s vehicle in the area of Southeast 92nd and Holgate Boulevard as it sped away westbound – toward downtown – on Holgate at a very high rate of speed. At approximately 4 a.m., officers and medical personnel responded to Southeast 43rd Avenue and Woodward Street on reports that a woman had been shot after previously being kidnapped.

The victim, who officers confirmed was the same person kidnapped from Southeast 88th Avenue, was taken to a hospital by ambulance for treatment of non-life-threatening injuries. The woman told police the suspect sexually assaulted her.

About 6 minutes after the victim was found, officers responded to the report of a traffic crash in the westbound lanes near the approach to the Hawthorne Bridge and that the suspect fired gunshots at another vehicle before running across the bridge.

The Portland Police Bureau activated its Special Emergency Response Team (SERT) to start looking for Stone. Initially, officers believed Stone ran into downtown Portland and was hiding in the Waterfront Park. Eventually, officers reviewed video which showed Stone did not cross the river. Instead, the video showed he ran off the north side of the Hawthorne Bridge toward the Eastbank Esplanade.

Police sent out multiple alerts to the community notifying the public that Stone was considered armed and dangerous. Detectives learned he had no local address in the Rose City. They also learned he has a significant and violent criminal history on the East Coast. 

Jail records show Stone has been convicted of 3 felonies and 4 misdemeanors. His criminal record includes criminal mischief, disorderly conduct, sexual assault and being a felon in possession of a firearm. 

Records also show Stone’s mother and brother were murdered separately, however, specific details of those cases were not immediately known. 

Police haven’t said if they have determined what brought Stone to Portland. Law enforcement had been very concerned about how Stone’s arrest would have gone down because he reportedly threatened to “shoot it out with police.”

A grand jury indicted Stone on charges of kidnapping, sexual abuse, unlawful use of a weapon, attempted sodomy, assault, robbery and other felony related crimes. 

He appeared in the Multnomah County Justice Center Monday and was arraigned. A not guilty plea was entered on Stone’s behalf.
