Couple faces 89-count indictment in child porn case

PORTLAND, Ore. (KOIN) – A Multnomah County grand jury handed up an 89 count indictment against a software developer and his former girlfriend on child pornography allegations.

David Hyliard, 45, is being held at the Multnomah County Detention Center (MCDC). His bail is set at $1.25 million dollars.

Chelsea Lovell, 25, is also being held at MCDC. Her bail is set at $380,000.

On Thursday, a grand jury indicted Hyliard with 30 counts of first degree encouraging child sexual abuse, 30 counts of second degree encouraging child sexual abuse, and one count each of first-degree sexual abuse, endangering the welfare of a minor, and using a child in a display of sexually explicit conduct.

The grand jury charged Lovell with 15 counts of first degree encouraging child sexual abuse, 15 counts of second degree encouraging child sexual abuse and one count of meth possession.

According to court records, Hyliard and Lovell have been in an on and off relationship for the last 4 years. Lovell works as an exotic dancer in southeast Portland. Hyliard told court staff during his jail booking process that he works as a software developer.

The case was investigated by the Multnomah County Child Abuse Team and the Portland Police Bureau.

Both Hyliard and Lovell appeared before a judge on Friday.
