PORTLAND, Ore. (KOIN) — An armed suspect with a warrant out for an arrest surrendered to Portland police following a ten-hour standoff at a home in Southeast Portland Friday.
Authorities said Robert W. Delvin, a 50-year-old resident of a home in the 3700 block of SE Brooklyn Street, surrendered after police used munitions to break windows around 10:30 p.m.
A shelter-in-place for the homes in the neighborhood was lifted about an hour later.
The incident began when police said they tried to serve a warrant at the home around 9:30 a.m. Officers said Delvin drove away and police tried to pull him over but he refused. He circled back to the house and went inside.
“He circled back to the home and kind of barricaded himself inside,” said PPB Sgt. Kevin Allen. “Officers have been kind of taking it slow and trying to negotiate with him over the course of the day and that has not been successful.”
The man reportedly made threats to the public and police as officers tried to negotiate with him. The Special Emergency Reaction Team (SERT) and the Crisis Negotiation Team (CNT) were called in at 3:30 p.m.
“Anytime we have guns introduced into a situation like this, it increases our level of concern,” Allen said. “We want to make sure we do everything we can to avoid any safety danger for anyone else.”
After Delvin was in custody, officers served the search warrant. They located and seized as evidence five firearms (two handguns, an AR-15 semiautomatic rifle, a Mini-14 semiautomatic rifle, and a shotgun) and at least 500 rounds of ammunition.
Delvin was booked into the Multnomah County Detention Center on charges of Unlawful Use of a Weapon, Felon in Possession of a Firearm (5 counts), Reckless Endangerment (3 counts), Discharge of a Firearm in the City (city code), and Attempt to Elude by Vehicle.
