Suspect arrested for 2 shootings 1 day before Dawson Park murder

PORTLAND, Oregon – The suspect facing charges for a deadly shooting near Portland’s Dawson Park was reportedly arrested for two other nearby shootings just one day before, police say.

On March 1, a man identified as Mark Johnson was shot in broad daylight at Dawson Park in North Portland and pronounced dead at the scene. Multnomah County District Attorney Mike Schmidt announced that 50-year-old Joseph Banks was arraigned for second-degree murder on Monday in relation to the homicide.

Hours after he was arraigned, Portland police announced the same man was arrested for two other shootings less than 24 hours earlier.

PPB says around 4:45 p.m. on Feb. 28, Banks allegedly shot someone near North Williams Avenue and Northeast Stanton Street. Less than 10 minutes later, the same man is believed to have fired a gun yet again, injuring at least one more person on Northeast Garfield Street.

Neither of the Feb. 28 shootings was fatal. Police did not give any details concerning Banks’ release following those shootings.

Banks was ultimately arrested again on March 2 and is currently in custody at the Multnomah County Jail. No additional information has been released at this time.

The March 1 shooting was the second homicide to occur in Dawson Park in the last year and the 21st homicide in 2022.
