Man, 32, held in sex abuse of transgendered teen

PORTLAND, Ore. (KOIN) – A 32-year-old man is accused of sexually abusing a 13-year-old girl he met in 2013 in North Portland, court documents state.

Michael Scott Colby is charged with 3 counts of first-degree sexual abuse and one count each of first-degree sodomy and unlawful sexual penetration.

The girl – who is transgendered and wants to be identified as male – was 13 at the time of the alleged abuse, according to court documents. The teen told police it happened in a parked vehicle in the 5300 block of North Lombard Street on Nov. 21, 2013.

After reporting the alleged abuse, the teen was taken to Randall Children’s Hospital at Legacy Emanuel Medical Center where a sexual assault examination was conducted, police records show.

The teen was only able to identify the accused as “Mike,” court documents state. The Oregon State Crime Lab ultimately identified Colby using DNA found during the sexual assault examination, court documents state.

During a medical forensic interview at CARES NW, the teen told staff that a man offered him a cigarette. The teen then got into a vehicle with the man and they drove around for about 5 minutes until the driver parked the car. The teen told investigators the man “had his arm around him” and that prevented the teen from leaving the car, court documents state.

The man in the car forced the teen to perform oral sex, court documents state.

The teen told the man he was 13 and then asked the guy if he normally picked up 13-year-olds in his car. The man said “No, usually 15,” according to court documents.

The teen was able to get out of the vehicle and walk to a nearby school where a teacher was notified, court documents state.

Colby was booked into the Multnomah County Detention Center Thursday night after being arrested by Portland Police Detective Nathan Tobey in the 1700 block of East Burnside Street.

The charges against Colby were originally filed Jan. 13, 2015. Court records show that Colby called the court and scheduled his first court appearance for Jan. 27, but he never showed up.

Colby’s next court date is set for July 20.
