VANCOUVER, Wash. (KOIN) — One person was shot to death and two others wounded when a resident at Smith Tower Apartments in Vancouver allegedly opened fire Thursday afternoon.
A heavy police presence descended on the downtown apartment building. After more than 2 hours, the suspect surrendered.
Kim Kapp, spokesperson for the Vancouver Police Department, said that after ongoing negotiations, officers were able to enter the apartment the suspect had barricaded himself in and take him into custody without further incident.
