PORTLAND, Ore. (KOIN) — A man was shot in the neck and killed Friday morning under the Burnside Bridge, police said.
A large police presence was seen at the scene just before noon along NW Naito Parkway near the Burnside Bridge overpass. Portland police initially told KOIN 6 News a man had been seriously injured. In a release sent later on Friday afternoon, police clarified they had found a man with a gunshot wound to the neck.
Medical staff tried to save him, PPB said, but he didn’t survive.
One person has been detained “pending further investigation,” police said, but they did not specify whether any charges have been brought.
Neither the man or the person who has been detained have been identified.
The shooting is being investigated as a homicide. PPB did not immediately release any further details.
A witness told a KOIN 6 News crew at the scene he thinks a homeless man was shot in the neck. The witness said he saw the shooter running away, dressed in all black with a ski mask, beanie and blue flip flops.
NW Naito Pkwy is back open after police closed the road between NW Couch Street and SW Ash Street.
This violence is all unfolding as preparations are underway for the Portland Saturday Market.
“We are in the middle of setting up Portland Saturday market, and I don’t feel unsafe standing here,” Portland Saturday Market general manager Diana Gladden said.
Gladden noted she’s worried this gun violence will negatively impact tomorrow’s turnout.
“This is an isolated incident, I’d like to say, but it might not be,” Gladden said.

Friday’s shooting is the latest incident in a wave of violent crime that has plagued the area. About 14 hours prior, a person was shot and killed near NW 6th Avenue and Burnside. The shooting happened around 10 p.m., and police said their efforts to save the victim didn’t succeed.
No arrests were reported in that shooting.
