PORTLAND, Ore. (KOIN) – A 41-year-old man is charged with attempted aggravated murder after detectives with the Gang Enforcement Team (GET) linked him to a shooting that happened earlier this summer.

Cedric Damon Washington remains in the Multnomah County Inverness Jail.

He was arrested July 28, and will be arraigned on Monday at the Justice Center.

The investigation started June 29 around 8 p.m. when police responded to the area of Southeast 122 and Powell on reports of a shooting.

GET officers recovered six 9mm spent shell casings in the Walgreens parking lot, according to court documents. They also located 11 .40 caliber spent shell casings on SE Powell. One of the rounds struck the Double Up Sports Bar.

The case was put together when detectives located surveillance video, according to court documents.

Based on the video:

  • A fight between two men broke out inside a nearby bar.
  • Both men leave the bar for about 20 minutes.
  • One of the men from the fight shows up in a Chevy Lumina and parks in the Walgreens parking lot.
  • A man inside the vehicle waits with several other people.
  • A second vehicle, a Mercedes-Benz, pulls into the lot.
  • The driver of the Chevy heads north through the lot and exits onto Southeast 124th.
  • Gunshots could be seen coming from the front passenger of the Chevy.
  • About 5 seconds after the gunfire started, Washington runs out toward SE Powell.
  • Washington shoots multiple times in the direction of the Chevy.

The Chevy was located blocking the access to an apartment complex at SE 126 and Powell, records show. Officers found a bullet hole in the passenger side mirror and a 9mm shell casing on the rear passenger seat.

On July 6, detectives got tipped off that the shooting involved the Six Duece Crips and the Woodlawn Park Bloods, records show.

The detectives learned that Washington often wears t-shirts with a specific logo on them. Records show the shirt Washington was wearing the night of the shooting matched the same logo the police were told to look for.

A search warrant was executed on Northeast 162nd Avenue and detectives recovered two shirts with the logo in the master bedroom, records show.

It remains unknown if detectives have identified the other people in the vehicles.

Washington is charged with attempted aggravated murder with a firearm, attempted first degree assault, unlawful use of a weapon, and being a felon in possession of a firearm.

Police said it appears that he was targeting the Chevy vehicle while on foot.
