PORTLAND, Ore. (KOIN) — A father and son have been charged for the alleged assault and death of Tylone Tolliver.
Tolliver was found on the ground with a gunshot wound around 6:40 p.m. on July 28 near North Williams Avenue and Northeast Russell Street. He died at the scene.
The victim’s brother-in-law told KOIN 6 News Tolliver was a father with a large extended family.
“It’s really heart-breaking right now,” Arnold Settles said. “It’s my brother-in-law, you know.”

Horace Atchison, 46, was charged with murder and assault while his son Demetrius, 26, was charged only with assault.
Police found Horace in King County, Washington on August 7 after a warrant was issued for his arrest. He was eventually booked into the Multnomah County Detention Center on September 3.
Demetrius was arrested on August 27 and booked on a probation violation detainer.
Both Demetrius and Horace are scheduled to appear in court at 9:30 on Monday morning.
No further information on these arrests is available as it is an ongoing investigation.
